House Action Keeps U.S. on the Road to Economic Recovery

Legislation would save 3,311 education jobs in Arizona as students return to classrooms.

The U.S. House of Representatives today approved legislation containing emergency funds to help states cope with the Great Recession and stave off massive layoffs of educators. The House joined the Senate in passing H.R. 1586, the Education Jobs and Medicaid Assistance Act, legislation that will keep educators working and help states with Medicaid funding. It provides $10 billion for teachers’ jobs and $16 billion for a Medicaid funding assistance program known as FMAP.

The legislation would provide $210.6 million in federal funding for Arizona and help save 3,311 jobs.

A Congressional Budget Office analysis found that the legislation, which is fully paid for, will reduce the deficit by $1.4 billion over 10 years. The bill, which the Department of Education estimates will save some 161,000 educators’ jobs, now goes to President Obama for his signature.

This victory is a result of an amazing team effort involving every level of this Association. The participation by members, the multiple contacts with every single congressional office, the calls, e-mails, and personal visits by affiliate leaders and staff were unprecedented. Together, we put together an unstoppable, persistent campaign that spanned the breadth of the Association to put forth legislation to protect education jobs. Thank you for your help in this momentous victory.

Five of Arizona’s House members – Representatives Raul Grijalva, Gabrielle Giffords, Ann Kirkpatrick, Harry Mitchell, and Ed Pastor – voted YES on the bill today. Please take a moment to extend your thanks to them for their votes. As these five legislators are also NEA and AEA recommended candidates, you may also show your support by voting to re-elect these pro-public education candidates in this year’s election.

NEA Representative Assembly 2010

The National Education Association Representative Assembly started today, July 2nd in New Orleans, Louisiana. CEA sent two delegates to represent its members interest at the National meeting along with over 10,000 delegates from across the United States. So far, we have started to hear New Business Items and have passed a NBI regarding the reauthorization of ESEA to have NEA act now to reach the goals as set forth in the Great Public Schools Agenda. We will continue to update you the members of what is happening here in New Orleans.

AZ Voters Boost Public Education

Public education won big in Arizona last night with the overwhelming approval of Proposition 100, a temporary one-cent sales tax to protect funding for critical public services. Proposition 100 will raise the state’s current sales tax of 5.6 cents on the dollar to 6.6 cents for three years, starting June 1, and generating about $1 billion annually. Two-thirds of the new revenue will go to public primary and secondary education and one-third will go to health and human services and public safety programs.

Arizona residents voted for the measure by a 64-36 margin.

The campaign for Proposition 100 assembled a coalition of diverse supporters. In addition to the Arizona Education Association (AEA), the measure was championed by Governor Jan Brewer, the Arizona Chamber of Commerce and various business groups, and the Arizona Medical Association.

AEA President John Wright said that while it was not an ideal solution, the measure at least presented critical funding at a precarious time. Arizona schools had already absorbed deep cuts in 2009 and per-pupil spending in the state is among the lowest in the nation.

Proponents warned that without this new revenue infusion, as much as 20 percent of all public education could be cut, resulting in tens of thousands of job cuts. School officials said rejection of the tax increase would produce larger class sizes, reductions in specialized instruction and layoffs and furloughs for teachers and other school workers. The Yes on 100 campaign aggressively pushed this message in its media campaign.

Wright said voters understood the consequences of the measure’s defeat but cautioned that viable, long term solutions need to be found.

“It is necessary. What you’re really talking about is maintaining the quality of life while we look for some structural improvements to the overall revenue generation in our state. We’ve got to protect our schools.”

CEA Executive Board and Leaders takes a stand

The Creighton Education Association WILL BE IN SUPPORT of the Creighton School District Override Election in the Fall of 2010, should the Governing Board call for this election. We have asked many of our members and had very many lengthy discussions on this topic before coming to the decision. We are putting our faith in the Creighton School District Administration and the Governing Board who steer the district in the business decisions. We will work with the members and the community to ensure the passage of this much needed piece. At the same time once it does pass because of the hard work of so many of you, we’ll work to hold the administration and the board accountable for the whereabouts of the funding. We have had to make many tough decisions before and we may not always agree on what is the best method to achieve our goals for the district, though we must be united on this.

As an organization which has always stood up for what is just and right for its members we could not sit idly while we knew this was an opportunity for us to be proactive in maintaining jobs of our members. Watch for a message from CEA President Jason Schnee to come out shortly explaining more and what we will be needing to do.

CEA Blog wins award

The Creighton Education Association Blog and Website won an award this summer at the AEA Leaders Conference in Litchfiled, Arizona. The award was the 2009 School Bell Award in overall excellence in Web Site. This is the first time we have won this award and it’s a nice honor to have. Please continue to check in for continued information about what is happening in Creighton as well as the state and what we can do about it as members who care about the future of our profession and the future generations.

Update on Comments from a CSD staff member

In an earlier posting in May, we had informed individuals about an incident which we had heard of at a Creighton Governing Board Meeting in which a CSD Staff member was accused of slandering a community member. At a recent CSD Governing Board meeting, legal counsel found the individual did no wrong doing. This individual had no action taken against them by the Creighton School District. We understand this individual would like for CEA to retract our prior post stating we prematurely posted information. While we understand this, CEA stands by its statement before of making sure we are professional whenever we speak with anyone as we represent the profession. We will not always agree with everyone on everything, but it’s the manner in which the disagreements do occur that we need to be careful of.

To the individual who’s name we are unaware we do apologize for any undue hardship this may have caused you.
